LeBlanc Named Sole Finalist for TCC Chancellor

Dr. Elva LeBlanc has been named the sole finalist for Chancellor by the Tarrant County College Board of Trustees during their board retreat.

“Over the past nine months, we’ve had an opportunity to observe Dr. LeBlanc’s exceptional leadership in action,” said Board President Teresa Ayala. “In addition to keeping the institution steady, she has forged us ahead and kept the College laser-focused on our mission.”

She served as acting chancellor following TCC’s previous chancellor, Gene Giovannini, being placed on administrative leave in February and as interim chancellor following his resignation in June.

LeBlanc’s first experience with TCC was as a student. She attended Tarrant County Junior College’s Northeast Campus. She went on to earn her bachelor’s, master’s and doctoral degrees from the University of North Texas, after which she accepted a teaching position at TCC Northeast. “I loved my student experience and never dreamed I could teach there—it seemed like an impossible goal,” she said. “So, when I was hired, I couldn’t believe it!” She served TCC for a number of years advancing from professor to dean of instruction.

Her experience in education administration continued when she was recruited by Austin Community College to be executive vice president for instructional affairs. From there, she served as president of Galveston College, where she helped transform the institution into a “Learning College” with a focus on student learning, assessment and outcomes.

In 2006, LeBlanc returned to TCC as president of the Northwest Campus, where she partnered with business and industry to identify workforce needs, which led to establishing the Center of Excellence for Aviation, Transportation and Logistics. In 2017, she became executive vice chancellor and provost, overseeing the planning, development and administration of the college’s core areas of academic and student affairs. Additionally, she is responsible for advancing TCC’s mission and strategic direction.
